CERC notifies fee and charges regulations for load despatch centres

The Central Electricity Regulatory Commission (CERC) has notified the final regulations for the fee and charges to be levied by the national load despatch centre and the regional load despatch centers.

The new regulations envisage the setting up of a dedicated development fund to ensure servicing of capital costs and equity contribution for expansion.

It provides for adequate compensation to skilled manpower needs as also a special depreciation rate for IT equipments and an assured minimum 16 per cent return on equity capital.

The load despatch centres are allowed to have a separate fee structure for system operation charges and market operation charges.

They are also eligible for concessions on new capital expenditure for modernisation of equipment, but with the approval of the commission.

These regulations have been framed under the provisions of the Electricity Act, 2003 with the main objective of ensuring financial autonomy of the load despatch centres, a government release said today.
