Karnataka Lokayukta Justice N Santosh Hegde today said he would not submit his report on the mining scam to the governor, H R Bhardwaj, as the case was referred by the government and not the governor.

The report has indicted chief minister BS Yeddyurappa and four of his ministers for the mining scam and it is unlikely that the state government would implement the report, Hegde said.

Hegde said while it is mandatory for the government to accept the report, "the government will not act on it." He said the report is expected to be submitted to the government next week.

According to the report, four Karnataka ministers, including three from the mineral-rich Bellary district, have formed a "huge racket" that has caused a loss of Rs1,800 crore to the exchequer in 14 months since March 2009.

Hegde, a former judge of the Supreme Court, however, said the apex court is monitoring the illegal activity in mining area in Karnataka and that his only hope is in the Supreme Court.

He, however, said it was not mandatory for the Government to accept his report, which has indicted the chief minister BS Yeddyurappa.
