Government panel approves PPP road projects worth Rs10,884 crore

The Public Private Partnership Appraisal Committee (PPPAC) has granted approval to eight more PPP projects, estimated to cost a total of around Rs10,883.89 crore.

The 28th PPPAC meeting, chaired by finance secretary, on 16 October, granted approval to eight more projects of the ministry of road transport and highways, spread across three states. The projects included the following:

  • Four-laning of Qazigund to Banihal section of NH 1A from km 189.350 to km 204.700, including two tunnels of 0.69 km and km 8.45 length on BOT (annuity) basis in Jammu and Kashmir, to be built at a cost of around Rs971.00 crore; 
  • Rehabilitation, strengthening and four-laning of Ramban to Banihal section of NH 1A from km 151 to km 187 on BOT (annuity) basis on DBFO pattern in Jammu and Kashmir - Rs1,987.00 crore;
  • Rehabilitation, strengthening and four-laning of Udhampur to Ramban section of NH 1A from km 67 to km 89 and km 130 to km 151 in Jammu and Kashmir (annuity) - Rs986.00 crore;
  • Four-laning of Chenani to Nashri section of NH 1A from km 89 to km 130, including nine-km-long tunnel with parallel escape tunnel on BOT (annuity) basis of Jammu and Kashmir - Rs2,519.00 crore;
  • Rehabilitation, strengthening and four-laning of Jammu-Udhampur section of NH 1A from km 15 to km 67 on BOT (annuity) basis on DBFO pattern in Jammu and Kashmir - Rs1,813.79 crore;
  • Construction of Srinagar to Banihal section of NH 1A from km 187 to km 189.350, km 270.700 to km 286.110 and 187 to 220.700 on DBFOT (annuity) in Jammu and Kashmir - Rs1,100.70 crore;
  • Six-laning of NH 4 from Tumkur to Chitradurga in Karnataka under NHDP Phase V on BOT (toll) on DBFO pattern - Rs839.00 crore; and
  • Four-laning of UP/Haryana border-Yamunanagar-Saha-Burwala-Panchkula section of NH 73 in Haryana - Rs667.00 crore.

The PPPAC had, at its meeting on 2 November, approved ten highway projects involving investment of Rs5,000 crore. These included nine highway projects with investment of Rs4,439 crore under the National Highway Development Programme (NHDP) III and a port sector project.

The projects included setting  up  of  an iron ore handling facilities on BOT basis at New Mangalore Port, Karnataka (Rs103 crore); Six/four laning of Delhi- Haryana boundary to Rohtak section of NH-10, including construction of Bahadurgarh and Rohtak bypasses in Haryana (Rs480 crore); construction of access controlled highways of Bangolore section of NH-4 on BOT basis in Karnataka (Rs380 crore); Four-laning  of  Nelamangala  junction  on  NH-4  with  NH-48  to Devihalli on BOT basis, Karnataka (Rs441 crore); widening  of  existing  2-lane carriageway  to  4/6  lane divided carriageway  configuration  of  Bangalore -Hoskate  - Mulbagal section of NH-4 on BOT basis, Karnataka; four-laning  of  Devilalli Hassan section of NH- 48 on BOT basis, Karnataka (Rs440 crore); four-laning from junction of NH-68 with NH-7 near Salem to junction of NH-68 with NH-45 near Ulundrupet on BOT, Tamil Nadu (Rs941 crore); four-laning from Trichy city of NH-45 to Dindigul on NH-45 on BOT basis; four-laning from Trichy city of NH-45 to Dindigul on NH-45 on BOT basis, Tamil Nadu (Rs576 crore); four-laning of Trichy city Junction with NH-45 B on NH-67 to Karur on NH-67 on BOT basis, Tamil Nadu (Rs516 crore); four-laning of Pondicherry to Tindivanam on NH-66 on BOT basis, Tamil Nadu (Rs285 crore) and four-laning  of Zirakpur -Parwanoo section of NH-22, including Pinjore -Kalka - Parwanoo bypass, on BOT basis, Himachal Pradesh (Rs295 crore).

Since its constitution in January 2006, PPPAC has granted approval to 135 projects, with an estimated project cost of Rs137,025.62 crore. These include national highways (122 projects), ports (nine projects), airports (two projects), tourism infrastructure (one project) and railways (one project).
