DoT backs GSM lobby's argument on spectrum allocation

CDMA operators could be in for a 3G shock. CNBC-TV18 has access to an internal note of the DoT, which backs the GSM lobby's argument on spectrum allocation.

GSM operators could have reasons to cheer. Not because four of them, Bharti Airtel, Hutch, MTNL and BSNL have been allotted 3G spectrum for testing strictly for non-commercial purposes, but because the Department of Telecom seems to be toeing the line of GSM operators for allocation of 3G spectrum.

GSM operators have been lobbying hard for 3G spectrum to be allocated in the IMT 2000 band for both GSM and CDMA operators. However, CDMA operators want 3G spectrum in the 1900 mhz band.

GSM operators argue that this will lead to harmful co-channel interference, as it would be a clash of frequencies. CDMA operators want the 1900 mhz band as they would then be able to roll out 3G services faster and at a lower cost compared to GSM operators. Interestingly now, DoT seems to be buying the GSM argument.

"The simultaneous use of both IMT-2000 and CDMA equipment in PCS 1900 band in the same area would cause harmful co-channel and / or adjacent channel interference" - Internal Note, DoT

An internal note of the Department of Telecom, a copy of which is available with CNBC-TV8 states that- The simultaneous use of both IMT-2000 and CDMA equipment in PCS 1900 band in the same area would cause harmful co-channel and/ or adjacent channel interference.

The allotment of 3G spectrum for testing to four GSM operators in the IMT 2000 band also gives a strong signal of what is to come. CDMA operators have not been given spectrum for testing in the band of their choice despite requests from atleast one operator- Tata Tele.

Telecom Regulator TRAI is currently in the process of finalising its recommendations on both 3G pricing and allocation but the Department of Telecom will have the last word.
