PM launches Aadhar-like Property Card for rural landowners

Prime Minister Narendra Modi today launched the physical distribution of property cards under the SVAMITVA (Survey of Villages And Mapping With Improvised Technology in Village Areas) scheme that enables people in the rural areas to use their property as a financial asset.
Modi also interacted with some of the beneficiaries via video conferencing during the event. Union minister for panchayati raj and rural development Narendra Singh Tomar was also present on the occasion.
A property card is currently used as the record of ownership and history of ownership of land in an urban setting. Such cards contain details like the municipal area, city survey number, details of transfers of ownership/ transactions of such property and provides information about the ownership of a property and the history of holdings of land located in an urban area.
Anyone planning to buy land in an urban area can check the property card of the seller and ensure his/her ownership of the land.
The Property Card contains almost all the information about a property such as details of ownership, tax paid, including unpaid taxes etc.
Land with proper records will help rural landholders also to using their property as financial asset, including for obtaining bank loans and other financial benefits.
The move to bring vast number of properties under the property card by using modern technology is the first such exercise in the country and the government expects this to benefit millions of rural property owners while also ensuring their property rights.
With the launch of the facility landholders can download their Property Cards through SMS link delivered on their mobile phones. This would be followed by the physical distribution of the Property Cards by the respective state governments. The move will pave the way for using the property as a financial asset by villagers for taking loans and other financial benefits.
Post the launch, the state governments will physically distribute the cards to people from more than 750 villages across six states. “The historic move set to transform rural India” will enable 132,000 property holders to download their property cards through an SMS link delivered on their mobile phones.
The SVAMITVA scheme, which was launched by the PM in April, enables rural masses to use property as a financial asset, the Prime Minister’s Office said in a statement on Friday.
According to the PMO, the beneficiaries are from 763 villages including 346 from Uttar Pradesh, 221 from Haryana, 100 from Maharashtra, 44 from Madhya Pradesh, 50 from Uttarakhand and two from Karnataka.
Beneficiaries from all states except Maharashtra will receive physical copies of the property cards within one day but since the western state has a system of recovering the nominal cost of these cards, it will take a month’s time there, the PMO statement read.
The scheme is being implemented across the country in a phased manner. It will cover 662,000 villages from 2020 to 2024 and pave the way for using property as a financial asset by villagers for taking loans and other financial benefits, the statement added.
