Oswal Energies signs MoU with Abu Dhabi’s ATS, outlines $1 billion Middle East expansion

Oswal Energies Limited has signed a memorandum of understanding (MoU) with Abu Dhabi-based Arab Tanker Services (ATS) as part of a strategic push to expand its footprint in the Middle East, with planned investments of up to $1 billion in the region.

The partnership aims to build an integrated alliance capable of delivering end-to-end Engineering, Procurement and Construction (EPC) and Design, Build and Operate (DBO) solutions across the energy value chain. Oswal Energies said the collaboration will target projects in the UAE as well as other energy-sensitive markets globally.

Under the agreement, the two companies will combine capabilities across onshore, offshore and subsea operations. The alliance will focus on surface and allied facilities, Early Production Facilities (EPFs) for upstream oil and gas projects, rigid thermoplastic pipe (RTP) and subsea pipeline systems, offshore cable and pipeline laying, and modular process skids and fabricated packages for energy and industrial clients.

Oswal Energies said the partnership will be supported by ATS’s infrastructure base in Abu Dhabi, including a fleet of offshore barges and vessels used for marine construction, transportation and offshore support. The company added that the platform also includes fabrication capabilities for modular skids, static equipment and heavy assemblies, alongside investments in jetty and marine infrastructure.

According to Oswal Energies, advanced subsea capabilities — including ROV (Remotely Operated Vehicle) and AUV (Autonomous Underwater Vehicle) operations — will further enable the alliance to undertake complex offshore and subsea EPC projects.

Commenting on the collaboration, Ratan Bokadia, Managing Director of Oswal Energies, said the alliance would significantly strengthen the company’s ability to deliver EPFs, offshore pipelines, modular process systems and clean hydrogen initiatives aligned with the UAE’s Net Zero 2050 policy.

He added that the partnership is designed to expand regional energy capacity while supporting the global transition toward more sustainable, efficient and resilient energy systems.
