J&K assemble passes controversial bill amid uproar in house

The Jammu and Kashmir assembly on Friday passed a controversial bill that would curtail job opportunities for general candidates across the state.
Under the provisions of the bill, educated youth would be able to apply for government jobs only in one's home district, while scheduled caste candidates would be eligible for government jobs in any of the 22 districts.
The passage of the bill saw parties ranged across the divide on the issue, trade acrimonious charges.
The trouble erupted even as law and parliamentary affairs minister Ali Mohammad Sagar sought to move an amendment to the Inter-District Recruitment Bill as sought by Panthers Party member Harshdev Singh and Congress member Ashok Kumar.
The amendment was sought to allow SC and ST to avail of 8 per cent quota across the state.
In what the an angry PDP member, Muzaffar Hussain Baigh termed as a gross violation of ethics of the House, speaker Mommmad Akbar Lone failed to invite leader of opposition Mehbooba Mufti to speak on the bill while asking Kumar speak.
