The planetary atmospheric space is a common resource and both production and consumption patterns need to be addressed, with the willingness to address lifestyle issues, to tackle the challenge of climate change, the Economic Survey for 2008-09 tabled in Parliament today states.

For this, the Survey says, it is essential that the existing climate friendly technologies and goods are disseminated or made available to developing countries as public goods and at affordable costs. This, it says, is essential to enhance the actions of developing countries towards pursuing sustainable development technologies.

The Survey states that India released its National Action Plan on Climate Change (NAPCC) on 30 June 2008 to outline its strategy to meet the challenge of climate change. This Action Plan identifies measures that promote the objectives of sustainable development of the country while also yielding co-benefits for addressing climate change.

Eight national missions form the core of the National Climate Action Plan.
