Convergence Bill to give
Trai super-regulatory powers
New Delhi: The
forthcoming Convergence Bill is to rechristen the telecom regulator and call it the
Communication Commission of India. In doing so, the bill is all set to give the telecom
regulatory agency "super regulatory powers", which will allow it to regulate
broadcasting as well.
This ends months of debate on whether
Trai should be subsumed in the new super body, which will incorporate its powers, or
whether Trai would be expanded to include more powers.
The super-regulator is likely to have
additional powers for offering licences, fixing tariffs and clearing the several pending
issues. The Union government is expected to finalise the details soon.
The implementation of the Act is expected
to attract more players in the domestic long distance telephone segment to compete with
Bharat Sanchar Nigam Ltd (BSNL).
The government is likely to seek
recommendations and suggestions from the telecom industry captains and associations.
As per the draft Communications Bill, the
qualifications for the members of CCI has been indicated as the four fields of
broadcasting, telecommunications, information technology and law while for CAT members two
additional fields of industry and administration have been specified.
