Rolta implements unique infrastructure project management system for Qatar's Ashghal news
22 September 2011

Rolta, a provider of innovative information technology solutions, has teamed up with Qatar's public works authority, Ashghal, to implement a unique, geocentric system for infrastructure project management.

The system, called `Moazanah', will enable end-to-end management of government infrastructure projects in Qatar, thereby expediting project implementation and cutting costs, Rolta said in a release.

"The successful implementation reinforces Rolta's strong track record in providing domain expertise and sophisticated technology solutions to lead and manage innovative large projects," the release said.

The `Moazanah' project was envisaged by Ashghal's engineering business services department to develop a solution that was easy to use by over 23 agencies, involving hundreds of end-users needing to access numerous details associated with each of many diverse projects, said Rolta.

At the centre of the `Moazanah' system is Rolta OnPoint, the spatial engine of the Rolta Geospatial Fusion. This system also leverages Microsoft SharePoint and Esri's ArcGIS Server, Rolta said.

Moazanah makes possible better operational insights, allowing users easy access to data in an extremely user-friendly and cost-efficient manner. This would help share capital budgets between the regions in the country while allowing optimisation of expenditure.

For example, Rolta pointed out, the system can facilitate significant cost savings by synchronising road closures for two projects in the same vicinity.

"Moazanah manages our government infrastructure projects from beginning to end. It has not only expedited the review and approval process, but we are already seeing cost savings, which will undoubtedly result in a significant return on investment," said Nasser Ali Al Mawlawi, Ashghal's president.

"Moazanah provides us with a forum to discuss and analyse the country's infrastructure project proposals so that we can confidently move forward with them knowing they are properly managed and within budget," added Abdussamad Mohamed Al Makei, manager of the engineering business services department of Ashghal.

"We recognised early that Ashghal had very ambitious plans for this system. It was quite a challenge to develop an interface that felt intuitive to the end-user so that the system could be effectively used for making informed business assessments and timely decisions. We applaud Ashghal for their vision and drive for conceptualising and implementing this project," Shafik Jiwani, executive vice president of Rolta Middle East, stated.

"The success of this project once again demonstrates the versatility and robustness of the Rolta Geospatial Fusion solutions platform and its powerful Rolta Onpoint engine," he added.

Rolta provides innovative, enterprise level IT solutions for utilities, governments, tansportation, process, power, banking and insurance segments.

Rolta is a multinational organisation headquartered in India, which has executed projects in over 40 countries. Rolta has a countrywide infrastructure and international subsidiaries across the globe. Forbes Global has ranked Rolta amongst the `Best 200 under a Billion' four times in six years.
