DGCA to add extra muscle after revamp

Mumbai: The country's civil aviation authority, the Directorate General of Civil Aviation (DGCA), may soon appear in a new avatar as the Civil Aviation Authority, if the government's current efforts to revamp the authority bear fruit. Under new plans the DGCA may be granted enhanced authority, including the power to regulate air fares.

The revamped office shall also be granted greater financial autonomy bringing an end to its current status of being an extension of the ministry of civil aviation.

According to the minster for civil aviation, Vyalar Ravi, the government is in the process of drafting a bill which will introduce these reforms. In effect, the bill will remodel the DGCA on the UK's Civil Aviation Authority (CAA).

The CAA's responsibilities include air safety, economic regulation, airspace regulation, consumer protection, and environmental research and consultancy. The new bill will also propose that the DGCA be renamed as the Civil Aviation Authority.

The proposed changes will empower the DGCA to oversee air fares charged by domestic carriers, decide on ground-handling charges and fees paid by airlines at airports, besides dealing with complaints against airport operators.

According to the secretary, ministry of civil aviation, Nasim Zaidi the idea behind the proposed reforms is to create a proper organizational structure that is independent and financially viable.
