Reliance Petroleum has the highest complexity index of 9.9 compared to the other Indian refineries. With stringent environment regulations expected in the near future, other existing refineries will be forced to upgrade their units. Already, Indian refineries are spending $1 billion on hydro-desulphurisation to reduce the sulphur content in diesel from the current permissible levels of 1 per cent to 0.25 per cent by 1 April 2000.
